^I don't know that the NFL frowns upon small market teams winning. Some of the greatest historical franchises - Green Bay, Pittsburgh, Cleveland, KC - are small markets.
I feel nowadays the league hopes for the teams that are going to give it the best ratings, ticket sales, etc. Because you will have bandwagon fans of the winning team everywhere, not just in the local municipalities. The league loved when KC won because Mahomes is a budding star who kept setting crazy paces and records. They loved when Tampa won because it was Brady's seventh ring and the Bucs were the first team to ever win on their homefield.
